One of reaper's core design directions was "the more enemies he fights, the stronger he gets" which was confirmed by his kit (shouts, aoe blind on gs, almost everything reaper being an AoE). WebPower Reaper is very strong in open world content, dungeons or low fractals. It is a good beginners spec and does reasonably well in WvW, although Scrouge or even Condi Reaper are a bit stronger there. Valyrie or Marauders is a good compromise that works well in both WvW and PvE open world. It offers enough defense for WvW.
